CBSA Finds Steel Plate from India and Russia is Dumped and Subsidized

Sep 11, 2015
On September 8, 2015, the Canada Border Services Agency (CBSA) made preliminary determinations of dumping and subsidizing with respect to certain hot-rolled carbon steel plate and high-strength low-alloy steel plate originating in or exported from India and Russia.

The Canadian International Trade Tribunal found on August 10, 2015 that there is a reasonable indication that the dumping and subsidizing of the goods from both countries have caused injury or are threatening to cause injury to the domestic industry.

Provisional duties at rates ranging from 50.9% to 240.8% are payable on the subject goods that are released from customs on or after September 8, 2015.

The Tribunal will now formally determine if the dumping and the subsidizing is causing prejudice to Canadian industry and will issue its decision by January 6, 2016.
