1. WELCOME AND OPENING REMARKS.
 
Meeting started at 4:05 PM
President Norm Mercer welcomed members to the AGM and Workshop held at the Hotel Mount Pearl.
 
2. REVIEW AND ADOPTION OF AGENDA.
 
The Agenda was reviewed and adopted by all members in attendance.
 
3. REVIEW AND ADOPTION OF MINUTES FROM 2013 AGM.
 
Minutes from the 2013 AGM were reviewed and adopted by all members in attendance.
 
4. BUSINESS ARISING FROM THE MINUTES.
 
A show of hands indicated that only a few members are accessing the NLPA Website on a regular basis.
Norm reminded the membership of our NLPA Mentorship initiative available through the Association’s website.
 
5. TREASURER'S REPORT.
 
Kevin Ryan reported the current chequing account balance was $23,595.45 as of Sept. 26, 2014.
A reconciliation of NLPA’s Banking Transactions was carried out by NLPA Member Matthew Zwicker ; -
(Sept. 26, 2014) “I have reviewed all bank statements and invoices for the period of April 10th, 2012 to February 28th, 2014.
To the best of my ability, I have verified the following:
Deposits between April 10th, 2012 and February 28th, 2014: $58,981.95.
Disbursements between April 10th, 2012 and February 28th, 2014: $34,659.95.
NLPA Bank Balance as of February 28th, 2014: $24,322.00.
In addition to this account, there is $1012.59 in receipts for cash transactions, from other sources of revenue.

“Over the next two weeks Matthew will review the Bank Account Books for March 1 st , 2014 to the date of our 2014
AGM , September 27th. “
Wayde Guinchard asked if NLPA Financial Statements (Income & Expense) were available.
Norm advised that they weren’t but that his request will be followed up.
 
6. COMMITTEE REPORTS. 
 
A. GOVERNMENT POLICY AND PROGRAMS.
 
Wayde Guinchard briefed the membership on that committee’s progress to date.
The three main topics of Genuine Prospector Designation, Prospector Grants and Mineral Assessments Reports have
been presented to Government who have struck a working committee to examine these issues.
Revisions to Assessment Report Policy will require changes to Government Legislation.
The delays and hurdles associated with NR’s processing and issuance of Prospector Grants is still contentious.
To illustrate our concern, Wayde used his application process and gave permission to pull the tracking cover slip for his application as it moved through the approval process. We suggested that at our next meeting we use that to determine how we might close some of the gaps.
Action regarding Applications for Exploration Approval: -
Wayde to prepare a letter of request on behalf of NLPA that in the case of benign prospecting activity, Jim Hinchey’s
Office should seek approval to issue immediate notice for exploration to proceed along with the standard terms and
without the current required clearance from other organizations. 
 
B. EDUCATION AND TRAINING.
 
Gordon Cooper presented a review of their work done to date and briefed the membership on the status of the NLPA /
CONA proposal for a Prospector’s Course following the latest response from NR / AES. The proposal will require some
adjustments for acceptance by Natural Resources.
Gordon is finalizing work on a Handbook for Prospectors that will be available soon in hardcopy or digital and will follow
the usual committee reviews before implementation.
 
C. PROMOTIONS AND COMMUNICATIONS.
 
(Same as Item 4 above); - A show of hands indicated that only a few members are accessing the NLPA Website on a
regular basis.
Norm reminded the membership of our NLPA Mentorship initiative available through the Association’s website.
 
D. WAYS AND MEANS.
 
According to our present operating budget our Bank Account is in good shape for the next 2 years. A new canvasing
campaign for fund raising / donations will take place in January, 2015.
 
7. NEW BUSINESS.
 
 A. MEETING WITH WERAC Member Vic French.
 
A meeting of NLPA Executive with Vic French is planned.  
 
B. MEETING WITH Provincial Minister of finance.
 
Some items for the AGENDA slated for a meeting with PROV. MINISTER of FINANCE: -
 
  • Royalties and how they are they are taxed
  • The $10M Venture Capital Fund
  • Provincial income tax credit for Prospectors
 
C. NLPA QUESTIONAIRE to Prov. Political party leaders; -
 
The Association will compile a questionnaire to gage Party Leader responses and commitments to NL mining industry problems and solutions.
 
D. MINING WEEK INITIATIVES; -
 
Our Association will investigate plans and initiatives for participation in Mining Week activities this year.
 
E. REGIONAL MEETINGS AND EDUCATIONAL WORKSHOPS.
 
Norm Mercer advised that regional meetings and workshops to recommence in late October. 
 
8. MOTIONS OR TOPICS FROM THE FLOOR.
 
A. Peter Rogers indicated the need for more access to Government Geologists in the field.
 
B. Norm made reference to Rod Churchill’s recommendation that staggered elections of Board Members might
help the Association avoid possible major turnover of officers every 2 years.
Item is deferred to have board review for next year. 
 
9. OTHER BUSINESS.
 
Member Cyril Hayden moved a motion for adoption to accept the Bank Account review by Matthew Zwicker, seconded by Sandy Duffitt. Adopted by membership.
The membership agreed that the 2015 NLPA AGM will be held at The Mount Peyton Hotel in Grand Falls / Windsor on the Last Saturday of September 2015.
