The CBC/Radio-Canada Talent Management team is comprised of talent experts and innovators who contribute to the achievement of CBC/Radio Canada’s strategic priorities. We partner with our clients to create and deliver outstanding practical and strategic talent solutions, programs and services that enhance workplace culture, engagement, diversity, equity and inclusion.  
 
The Talent Acquisition team is passionate about matching people with the right opportunity. We fill more than 1,200 positions annually and provide support to seven media and support service components. We work collaboratively with leaders and hiring committees across the corporation to ensure their sourcing requirements are met and thrive in a dynamic and complex multi-union environment.
 
Work location can be in either Montreal, Toronto, or Ottawa.
 
The Opportunity
 
We are currently seeking a bilingual Director of Talent Acquisition for a one-year temporary opportunity. The ideal candidate is a passionate leader who embraces change and has experience implementing strategies to enhance equity, diversity and inclusion and address anti-Black and anti-Indigenous racism in hiring practices.
 
Reporting to the Executive Director, Talent Management, People and Culture, the director talent acquisition will develop and execute a talent acquisition strategy that is grounded in equity, diversity and inclusion that encompasses job posting optimization, branding and sourcing, and talent planning based on identified best practice trends. 
 
What You Will Do
 
While providing inspirational leadership to the talent acquisition team, the director will also:
  • Define effective recruitment and sourcing strategies to support the needs of the corporation
  • Evaluate suppliers through the organization’s request for proposals (RFP) process
  • Create and maintain strong relationships with internal and external partners 
  • Act as the subject matter expert in internal and external recruitment 
  • Continuously look for opportunities to improve our efficiency across full cycle talent acquisition services (i.e. attracting, sourcing, evaluating/testing, interviewing, criminal/credit verification) with a continuous improvement mindset
  • Lead a team of 25 recruiters (3 managers, Jr. and Sr. recruiters) across the country who support the talent acquisition needs of all components and departments, including CBC North 
  • Develop the team and its leaders towards an “advisor/partner” mindset rather than an administrative/transactional one
  • Proven track record of fostering a culture of collaboration, inclusion and openness to innovation
  • Coordinate the hiring of executives through agencies, including working with the Office of the President as required
  • Develop strategies and action plans to address internal and external audit findings and address Access to Information requests
 
We are looking for a candidate with the following: 
 
Qualifications:
 
  • Completion of a post-secondary degree in business administration or equivalent, with a Human Resources specialization or a related field; HRPA designation would be an asset
  • Minimum of 10 years’ experience in Talent Acquisition including the development of strategies, processes and policies that are grounded in the values of equity, diversity and inclusion
  • Experience in promoting an employer’s brand, full cycle recruitment and developing metrics that help to inform and support workforce planning
  • More than 5 years in a Talent Acquisition leadership role, ideally in a public sector organization, with proven track record
  • Bilingualism (French / English) required - oral and written
 
Skills and knowledge:
 
  • Sound foundational knowledge, expertise and a good understanding of anti-Black racism, anti-racism and equity, diversity and inclusion frameworks and how to incorporate into all aspects of talent acquisition
  • Transformational leader that can build and implement a strong, diverse and inclusive talent acquisition strategy
  • Deep expertise in recruiting in a unionized work environment is a strong asset
  • Experience in effectively communicating with and empowering employees at all levels to explain programs/policies and resolve problems; excel at thinking strategically and acting tactically to share and implement a vision
  • Collaboration mindset with HR business partners, Centres of Expertise and customers to identify problems and develop solutions pertaining to business challenges, with a passion for continuous improvement
  • Creative, innovative, and self-motivated, while exercising good judgment and sensitivity in decision making
  • Expertise in using data and insights to drive decisions and continuously improve our recruitment process
  • Collaborate with HR business partners and Centres of Expertise to implement integrated results
  • Experience with Applicant Tracking Systems (Taleo would be an asset) and with the implementation of new system (Workday)
  • Strong communication, organizational and presentation skills
  • Skilled in managing multiple priorities

Coordinating Technician On-Air - Training / Relief (MTIS)

As Technician / Presentation Coordinator, you are responsible for coordinating and performing the various program presentation duties, as well as ensuring broadcast continuity for CBC/Radio-Canada networks and specialty channels, including in regional centres.

Director Taxation (Finance)

As the Corporation’s tax specialist, directs the research and delivery of accurate and timely tax advice to Network, Regional and Corporate personnel on matters relating to commodity taxes (GST/HST, QST, PST & VAT), payroll, income taxes (Canadian and foreign), and non-resident withholding taxes.
