Your role
 
  • As the Corporation’s tax specialist, directs the research and delivery of accurate and timely tax advice to Network, Regional and Corporate personnel on matters relating to commodity taxes (GST/HST, QST, PST & VAT), payroll, income taxes (Canadian and foreign), and non-resident withholding taxes.
  • Manages all tax-related activities of the department and supervises the Tax Analyst position.  Negotiates the engagement of tax consultants for special projects.
  • Directs the preparation and filing of Corporate income tax returns (Canadian and foreign), GST/HST & /QST returns and prepares the Taxes note in accordance with IFRS (International Financial Reporting Standards) in the Financial Statements which are published in CBC/Radio-Canada’s Annual Report and audited by the Office of the Auditor General of Canada.
  • Develops, recommends and maintains the Corporation’s tax policies and procedures to ensure proper administration of tax activities.
  • Responsible for meeting all legal and corporate tax requirement deadlines.
  • Advises on strategies to minimize CBC/Radio Canada’s tax liabilities while meeting all fiscal requirements.
  • Manages external audits and prepares briefs to tax authorities in support of CBC/Radio-Canada’s tax filing positions.

COMMODITY TAXES
 
  • Ensures understanding of all changes in commodity tax legislation across Canada, interprets the impact of these changes and advises all levels of CBC/Radio-Canada management.  Coordinates the implementation of updates to CBC/Radio-Canada systems and operating procedures with respect to any updates in commodity tax legislation.
  • Provides advice as to the applicability of commodity taxes with respect to specific transactions and contracts.  Recommends contract language in order to minimize tax impacts.
  • Develops and recommends the Corporation’s procedures on commodity taxes, including GST/HST, QST and other provincial sales taxes. 
  • Ensures monthly corporate GST/HST and QST tax returns are prepared and filed by the Tax Analyst and that any anomalies in the underlying data are investigated.
  • Directs the periodic reviews of transactions to ensure CBC/Radio-Canada is complying with legislation and minimizes commodity taxes, and income taxes.
  • Coordinates and arranges commodity tax recovery reviews by outside consultants on a regular basis. Works with and assists consultants and provides required information in order to maximize possible recoveries.  
 
CORPORATE CANADIAN INCOME TAX
 
  • Provides tax advice to Senior Management to provide tax advice with regards to propose transactions in order to minimize income taxes payable by CBC/Radio-Canada.
  • Prepares, or directs the preparation of, all supporting documentation required to support the calculation of the income tax provision and required disclosures under IFRS in the notes to the Financial Statements and the corporate income tax return. 
  • Ensure that the filing deadline is met for CBC/Radio-Canada’s Canadian corporate income tax return, and all provincial filings.
  • Ensures that all taxes payable are remitted on time.
  • Keeps informed of all changes in Canadian income tax legislation and tax related changes within IFRS and provides advice as applicable to all levels of CBC/Radio-Canada management.
  • Develops tax planning strategies to minimize the Corporation’s income tax liability.
 
PAYROLL AND HUMAN RESOURCES ADVISORY
 
  • Provides advice to payroll department with respect to the tax consequences of payroll transactions (including, for example, issues such as source deductions, severance payments, retiring allowance transfers, pension buybacks and taxable benefits).  Provides similar advice to all levels of management.
  • Reviews the Corporation’s Payroll and Human Resources policies and procedures to ensure the proper treatment of all tax-related matters.
  • Develops and recommends the Taxation department’s procedures related to payroll matters to ensure compliance with corporate responsibilities.
  • Advises all levels of CBC/Radio-Canada management on the payroll status (i.e. classification of independent contractor or employee) of various parties contracted to work for CBC/Radio-Canada.  
  • Provides recommendations to Corporate policies and procedures on contracting for services to ensure compliance with tax legislation.
  • Provides advice and responds to enquiries, as required, within respect of the CBC/Radio-Canada Expatriate Program. Prepares hypothetical Canadian income tax returns for a limited number of expatriates.
 
NON-RESIDENT WITHHOLDING TAX ISSUES
 
  • Provides advice and reviews contracts in respect of non-resident withholding tax issues, such as non-resident tax on payments to non-residents in regards to services rendered in Canada and non-resident tax on royalty payments to non-residents.
  • Reviews and approves monthly and annual non-resident withholding tax returns.
  • Manages tax audits, and tax provision portion of the annual financial audit (by the Office of the Auditor General, Canada Revenue Agency, and Provincial authorities) on behalf of CBC/Radio-Canada and ensures external auditors are provided with appropriate supporting documentation and responds to all audit requests on a timely basis. 
  • Prepares and files briefs to support CBC/Radio-Canada’s filing positions.
  • Directs  the preparation of the Annual U.S. federal and state foreign income tax returns. Ensure that all U.S. filing deadlines are met 
  • Ensure minimum tax requirements for each applicable state and Federal.
  • Advises all levels of CBC/Radio-Canada management on specific matters relating to foreign income and commodity taxes. When necessary, refers complex matters to outside consultants and their work with appropriate CBC/Radio-Canada individuals.
  • Determine and record before April 30 the deemed GST/HST and QST on supplies to the Pension Fund for the previous year and communicate these to the Pension Fund. Ensure that the QST is properly invoiced.
  • Manages the work of the Tax Analyst position, including establishing performance objectives, assigning responsibilities, assessing performance, and recommending training and compensation adjustments.
 
We are looking for a candidate with the following:   
 
  • Requires a University degree in Business Administration or Commerce and Professional Accountant (CPA) designation, or equivalent work experience  
  • Requires completion of, or enrolment in, CPA Canada In-depth Tax Course, or a Masters of Taxation, or equivalent work experience.
  • A minimum five to ten years’ of corporate tax experience related experience is required.
  • Requires advanced knowledge and understanding of Canadian income and commodity taxes and a general understanding of foreign taxation.
  • Requires experience in income tax reporting under IFRS.
  • Requires a high level of proficiency in both English and French, oral and written. 
  • Ability to multi-task, direct staff and communicate tax matters and issues to Senior Management in a clear, concise and timely manner.  
  • Demonstrate ability to make decision-making based on good judgement, and set a clear direction.
  • Strong Presentation skills for presentations to the Board of Directors, Senior Management, the Department of Canadian Heritage, Treasury Board and the CRTC.
  • Ability to work in a team environment and gain cooperation of others.
  • Normal physical skills required to perform the roles and responsibilities required in similar management positions.
  • Position requires high energy level with minimal physical mobility. Position involves attendance at occasional meetings.  Most work is performed at a workstation with freedom of movement for sitting, walking or standing.
  • Must be capable of effectively communicating in both official languages with a wide range of individuals within and outside the Corporation.
  • Ability to nurture inter- and intra-departmental relationships.
  • Requires clear and concise writing and verbal communication skills and ability to skills in writing, verbal, listening and directing communications to/from others.
  • Works in an “open concept” office where there is constant activity and various levels of noise and limited privacy.  Minimum travel required and hours of work sometimes exceed the standard workday in order to meet strict deadlines.
