Under the general direction of the Chief and Council, the Manager of Public Works will provide quality service delivered in a professional manner for the businesses, organizations and Citizens of Wabaseemoong Independent Nations. The Manager of Public Works is responsible for administration and management of roads, building maintenance, water and wastewater systems, open spaces and landfill operations. The Manager is also required to develop project plans, purchase supplies, allocate resources, estimate and monitor job costs, assist subordinates in completing and operating projects, and liaise with leadership, citizens and other community departments, developers, contractors and utility companies. Considerable independent judgment and action are exercised in performing the work.
 
CORE RESPONSIBILITIES
 
  • Budgeting and managing the Public Works Department funds and assets and assist with the preparation of the Annual Budget
  • Maintain operating and capital budgets throughout the year
  • Long-term planning and forecasting capital expenditures
  • Oversee and manage applicable bylaws and administer permits when required
  • Oversee daily operating activities of staff, and various subcontractors for efficient and effective service delivery
  • Assess staff members’ training needs and ensure training and mentoring occurs in a timely manner
  • Develop of a maintenance management system
  • Lead and monitor construction progress and activities
  • Prioritize projects and workload
  • Manage assets, physical resources and services such as purchase equipment within budget
  • Authorize the purchase of supplies and materials for projects and general maintenance
  • Communicate and interact effectively with multiple stakeholders in service delivery (i.e. Chief and Council, residents, Chief Administrative
  • Officer, other departments, and the team)
  • Prioritize and report on issues raised by public
  • Possess reliable public relations and interpersonal skills to clarify facts, provide information and respond to public concerns
  • Prepare tender documents, contracts and agreements
  • Assist in the preparation of various government grant applications
  • Prepare documents for approval by leadership
  • Monitor contractor(s) ensuring that they meet all terms and conditions of contracts
  • Inspect and monitor new development sites for quality control in accordance with Wabaseemoong Independent Nations regulations
  • Ensure all development control standards are being followed
  • Ensure safety/risk management by conducting safety meetings with staff and ensure policies and procedures are adhered to
  • Prepare and/or review comprehensive reports, plans, contract documents and estimates
  • Attend Council and community meetings when required
  • Have experience with procedures in all aspects of road year-round road and public works maintenance
  • In depth knowledge of the operation of heavy equipment (i.e.,grader, snow plow, backhoe, dump truck)
  • Ensure on-call availability, as required
 
THE IDEAL CANDIDATE WILL POSSESS:
 
  • Minimum of 5 years experience related to community engineering and associated technical and operational functions, including working
  • knowledge of project management and provincial or regional codes and regulations.
  • Considerable knowledge of Wabaseemoong Independent Nations infrastructure, including methods, practices, specifications and techniques used in the construction, operation and maintenance of water, road, drainage, and other facilities.
  • Working knowledge of related ISC funding and ACRS reporting and remediation
  • Knowledge of the principles of water chemistry, biology and physics as they relate to water distribution, sewage and road works.
  • Effective interpersonal and communications skills.
  • Proven supervisory and team leadership skills.
  • Experience with Microsoft software (i.e. Excel, Word, and Outlook), and knowledge of databases
  • A valid Class 5 Drivers License. Class 1 and Class 3 an asset
  • Formal education and training
  • Diploma in Civil Engineering Technology and/or a professional engineering degree is an asset
  • Job requires some physical exertion and ability to work in inclement weather /environments/climates
