An Alternative Solution for Residential Developers

May 8, 2015
A built-to-suit (phased) water & wastewater treatment system offers flexibility, limiting the risk for potential development failure and increases the long term sustainability of a community. For this reason, it has become favourable amongst private development projects.

Every servicing project whether private or public is driven by balancing capital expenditure, operations/maintenance costs and management of assets with revenue generated through user fees or utility income. For a servicing project to be successful, the revenue must match the costs.

Build-to-suit servicing is a strategy that balances this equation.

Matching servicing requirements with treatment capacities is an essential part managing risk with decentralized treatment systems. Minimizing up-front capital expenditures and operations/maintenance costs including labour, energy, and chemicals, provides a more sustainable financial approach to development.

For this strategy to prove successful, ensuring effective and efficient operations is crucial. The phased approach provides significant operational flexibility and therefore environmental compliance advantages. If the required wastewater plant is constructed to service the ultimate population of the proposed development, the initial wastewater flows generated by the few number of residents will not provide sufficient flow, limiting the plants effectiveness.  Build-to-suit servicing can be structured to meet any variation of requirements for growth, compliance and usage.

In all cases the build-to-suit phasing strategy should promote a responsible and sustainable approach to development, providing an environmental benefit.   For this reason, build-to-suit strategy is continuing to help private development projects obtain municipal approval across Ontario.
