Major Maintenance Projects to Experience Skilled Craft Shortages and Compensation Risk

U.S. Gulf Coast:
 
Major maintenance events in early and late 2020 and early 2021 will experience skilled craft shortages and higher compensation costs. We see Sasol, LyondellBasell, Chevron Phillips, ExxonMobil, Westlake and Motiva are in late planning for large “mega turnarounds,” which will peak in required man hours in April and September 2020, and in April and September 2021.
 
Industrial Info predicts demand for skilled construction labor in 2020 for the U.S. Gulf Coast will be the highest since 2015. We estimate that shortages among 12 skilled crafts will amount to as many as 37,766 skilled craftsmen across 11 Gulf Coast metropolitan areas, from Brownsville and Corpus Christi through Houston, Beaumont, Lake Charles, Baton Rouge and New Orleans.
 
Western Canada:
 
Major maintenance events will spike in April and August 2020, and April 2021. Syncrude, Suncor, Dow and North River Midstream are in the final planning stages for major maintenance events.
 
In 2020, we expect to see skilled labor shortages in Alberta of about 13,000 craftsmen, welders, ironworkers, operators, IC technicians and others. Prince George, British Columbia, will be short by some 7,000 craftsmen.
 
Midwest:
 
LyondellBasell, Marathon, ExxonMobil and Exelon are planning mega-maintenance turnarounds and outages, with peak man hours in March, September and October 2020, and March, April and October 2021.
 
Chicago still is substantially short of boilermakers, along with some welders and insulators.
 
Northeast:
 
Pittsburgh still is experiencing shortages of some 1,750 laborers out of a “demand-or-required” number of 4,600 in 2020. Some eight crafts are short out of the 12 tracked by Industrial Info.
