Our Projects

The Timmins Economic Development Corporation recently completed its business plan for 2015-2017.  Below is the list of projects that will be undertaken over the next three years. The breadth of these projects ranges from inspiring youth to get involved in entrepreneurship to providing guidance to non-profit organizations.  Please see the list below for a detailed account of our most recent projects.
 

1. Business Visits
 
The goals of this project are to meet with local firms or firms that have an FDI component who are operating in Timmins.  The objective is to determine their goals, aspirations and uncover challenges they may have operating in the community.  The TEDC staff members can inform the firms about funding opportunities and what services we offer in the community.  Should the firm have an FDI component staff will acquire details on head office and executives to set-up meetings with them to encourage additional investment in Timmins.

 
2. Centre of Entrepreneurship
 
The City of Timmins has a great entrepreneurial spirit in fact the community was named one of the top 20 entrepreneurial cites in Canada. Having educational facilities in your community is one of the key drivers for business development, growth and innovation.  The goal of this project is to investigate the feasibility of developing a "school of entrepreneurship/centre" in conjunction with Northern College and College Boreal.  The goal is to make a premiere site for Northern residents to come to learn about entrepreneurship by offering an undergraduate diploma/degree/certificate and also offer continuing educational courses for existing entrepreneurs throughout the year.

 
3. Cold Weather Testing
 
Timmins is a location proven to have the attributes and conditions necessary to host and sustain cold-weather vehicle testing facilities. This is evident by the continued presence of Toyota's Cold Weather Testing Centre, which has tested its vehicles in the area since 1998.
 
The TEDC previously undertook an extensive cold-weather campaign more than a decade ago.  This project is focused on identifying additional opportunities, including products and processes that are subjected to cold weather testing and encouraging more investment into the community.
 
Where possible, relevant industry trends, key businesses, infrastructure and testing requirements and supporting organizations and/or partners, will also be addressed.

 
4. Forestry
 
The goal of the forestry project is to gather research that is ongoing in the industry that impacts our region.  A variety of studies are being undertaking from various sources (government, industry, associations, research institutes) and the industry is quite fragmented.  The goal is to prepare a synopsis on the research and determine what the best direction to move forward with in this region. 

 
5. IAMGOLD Office Attraction
 
IAMGOLD is looking to develop a mining project between Timmins and Sudbury. This project is not feasible with the current price of gold and IAM Gold have asked for our assistance to help lobby the federal and provincial governments for infrastructure investments to make this project move forward under current economic realities.  The ultimate goal for Timmins is to have the main project office located in Timmins. 

 
6. MOU Work
 
Complete the work outlined by council in the Memorandum of Understanding signed by the TEDC and council. 

 
7. Scandinavia Project
 
The City of Timmins and the other 4 major centres in the North have many similarities to communities in Northern Scandinavia.  The goal is to work as a collective to acquire resources that can help to develop trade links, attract investment, and create meaningful partnerships with those communities to benefit Northern Ontario.  At this time the province has no trade office in those countries; however, they are an important link and potential for Northern Ontario.
 
The goal would be to acquire funding for three years to kick start the process and have a representatives doing work in those counties for our communities.  The five major centres would also have a project officer based in Timmins who would lead the project and help make the necessary connections in our communities. 

 
8. Strategic Plan Projects (2015-2017)
 
Complete the work outlined in the Strategic Plan. 

 
9. Agricultural Trials
 
The Timmins Economic Development Corporation continues to work with the Northeast Community Network (NeCN) on developing the agriculture sector in an effort to re-establish the sector to the level seen in the 1950's and further.  To accomplish this goal the Timmins Economic Development Corporation is leading the development of a project that will capture scientifically valid data over a 3-year period.  This data will enhance the Timmins Economic Development Corporation and NeCN's ability to market information to encourage and increase local investment in operations and attract new outside agriculture producers.  
 
Aside from the ongoing work with NeCN, there are a number of factors driving this project that indicate both feasibility and need.  Over the last 5-10 years, increased awareness and promotion of initiatives, news and discussions across North America about local food production have increased the feasibility and need to look at this sector.  

Some key factors driving discussion are:
• Unutilized/under-utilized land.  Initial research shows that we use about one-fifth of land for agriculture compared to the peak in the 1950's;
• Fuel costs are rising, making fruit, vegetables and meat more expensive to bring in from elsewhere;
• Climate change.  There is some early evidence that climate change occurring may actually present new opportunities for Northeastern Ontario, such as new crops because of potentially longer growing seasons;
• Perception of health.  There is increased talk around GMO foods, food contamination and other worldly news that creates perception that local is safer.
• Project Note:  There is uncertainty about University of Guelph continuing to manage and being involved in the New • Liskeard Agricultural Research Station (NLARS).  The future of and the scope of work assigned to the centre should be known Q1 2015.  Other options for implementing this project have been explored with no feasible alternative identified.  If the end result is the University of Guelph no longer being involved with NLARS, it is likely this project will not proceed and end in Q2 2015. 

 
10. Business Enterprise Centre Operations
 
The Timmins Business Enterprise Centre receives funding from the provincial government to provide support to start-up and existing small and medium enterprises.  Entrepreneurs are provided with easy access to business consulting services and information covering management, marketing, registration, technology and financing.  Our services are designed to create an entrepreneurial culture, with a goal of producing new employment in the region. 
 
The Business Enterprise Centre will continue to promote its services in Timmins and surrounding area, increasing our marketing efforts to ensure that the region is aware of our services.  We will explore options and funding opportunities to build partnerships which will lead to a stronger presence in the northern regions. 

 
11. The Centre of Excellence for Productivity (The Productivity & Innovation Centre)
 
This initiative will work to continue to build the momentum and implement the workplan for the Centre of Excellence for Productivity and Innovation. 
 
As the project enters its second year the focus will be on:
1. Workplan implementation including completion of productivity assessments
2. Securing ongoing operational funding which would result in the establishment of a permanent Productivity & Innovation Centre 


12. Data Storage
 
Data centres provide the physical infrastructure that facilitates 'cloud computing', which can include hosting applications, websites, providing backup and storage capacity, providing platforms for a business' IT services, delivering content and storing databases and archives. In 2013, the Canadian data centre market, estimated to be $4.1-billion, is forecast to grow by 7.2%. Data centres are often located in areas with cooler climates (to reduce cooling costs) and areas that provide access to 'clean' sources of power. Other site-selection factors include: a secure environment, access to a qualified workforce and close proximity to other data centres. 
 
This project will seek potential businesses, agencies and partnerships that might have an interest and advantage in establishing a data storage facility in Timmins. Possible targets include data storage service providers as well as businesses themselves. 

 
13. Forestry Research Centre Research Project
 
Knowledge creators, such as post-secondary educational institutions, research centres, and think tanks, are recognized as having a plethora of positive impacts to their host regions. Almost invariably, knowledge creators are located in core regions - power nodes where political and economic power are situated. Therefore, these benefits are being realized in regions that are already enjoying economic advantages. As peripheries witness the growth of the knowledge economy in core areas, they strive to benefit from the same economic boon by attracting knowledge creators to their regions. The City of Timmins has identified the attraction of a forestry research centre as a possible economic development strategy. Timmins' extensive Boreal forest and unique post-mining activity land reclamation projects have been identified as features of potential interest to researchers. This research assesses the potential fit for a forestry/ forest ecology research centre in Timmins. 

 
14. Mining Supply, Trade, and Investment Project
 
As a direct result of the Competitive Positioning and FDI Strategy Project, the Timmins Economic Development Corporation is leading a three year Mining Supply, Trade & Investment Project that will work to strengthen and expand the current mining supply sector and increase development of the industrial minerals sector. With increased mining activity in the region, and a need for mining supply services, it was determined that timing was optimal to implement a project supporting existing mining developments while bringing new investment to member communities (Black River-Matheson, Cochrane, Iroquois Falls, Kapuskasing, Temiskaming Shores, and Timmins). The attraction and development of the industrial minerals sector will assist in diversifying the mining sector (lessening reliance on base metals, which tend to run in cycles) and will provide more stability and consistency to the mining sector in the region. The chief goal of the Mining Supply, Trade & Investment Project is to increase foreign direct investment in the mining supply sector and the industrial minerals sector within member communities. 
 
Foreign direct investment projects such as the Mining Supply, Trade & Investment Project are not quick turnaround projects. For this reason, it is a three-year project, allowing the necessary time for development, implementation, and results tracking. Time is required to target companies, generate leads, market, and entice companies to consider the region as a place to invest. Time is also required to nurture relationships built with foreign investors and to work with both the investors and the communities to develop and implement proper plans for establishment in the region.
 
The project coordinator began work on the project in September 2014. As of December 2014, a project steering committee has been established, and a Terms of Reference developed. Regional outreach has begun and the gap analysis RFP is nearing completion. 

 
15. Scientific Research Attraction
 
In 2013-14 research was conducted to learn more about scientific terminology and research being conducted around the world in the scientific community.  This research helped identify a number of opportunities to attract scientific organizations to Timmins well beyond the initial focuses of attracting NASA and scientists interested in conducting physic experiments.  In 2014, research with contact information on potential scientific organizations who would be interested in opportunities was completed.  Two value propositions were drafted and are expected to be finalized by the consultant in Q1 2015.  2015 forward will focus on creating and mailing out information packages to scientists and organizations, conducting follow-up, and working with potential scientific organizations interested in establishing or conducting research in Timmins. 

 
16. Starter Company
 
The Starter Company Program is part of the Ontario Youth Jobs Strategy and is delivered to our catchment area by The Business Enterprise Centre. It is aimed at young entrepreneurs (ages 18 - 29) who are not returning to school and are interested in starting, purchasing, or expanding a business. The Program consists of business workshops on topics such as writing a business plan, budgeting, and executing a marketing campaign; one-on-one counseling from a Business Enterprise Centre consultant; and mentoring with a local successful entrepreneur. The Business Enterprise Centre is responsibility for marketing the program, managing the program intakes, establishing mentoring relationships, and providing training and support to participants. 

 
17. Summer Company
 
Summer Company is one of the core youth entrepreneurship programs of the Ministry of Economic Development, Employment, and Infrastructure. The program provides Ontario students aged 15-29 with training, a mentor, and up to $3,000 to start and run their own business for the summer. The primary goal of the program is to encourage students to consider entrepreneurship as a viable career option by giving them first-hand experience running their own businesses. 

 
18. Local & Regional Committee Involvement
 
Outreach and collaboration with groups and projects is essential to TEDC operations to learn more about local initiatives and to expand the TEDC brand and services. CED team will continue to work with committees locally, regionally and provincially to provide assistance and recommendations to enhance economic development. 

 
19. Aboriginal Liaison Coordinator for the City of Timmins
 
As a follow-up to the Timmins and District Aboriginal Partnership (TADAP) project, the Timmins 2020 identified a need for a resource liaison for the community relative to Aboriginal relations.  This project is to research the rationale and successes of Aboriginal Liaison Coordinators in other business operations to develop a business case to have a person in place for the City of Timmins. 

 
20. Agriculture Industry Development
 
The project will focus on growing and protecting agricultural opportunities regionally to strengthen the regions industry and food system. This will be achieved by celebrating and promoting regional successes, facilitating the development of small to large scale agricultural operations, and by working collaboratively with local, regional, or provincial agricultural related organization. The project is being pursued in hopes of diversifying the local and regional economy, to set an example as a municipality to support regional goods and services, and to increase access of regional fresh healthy foods. 

 
21. Aquaculture
 
The aquaculture project will explore the opportunity to develop a sustainable finfish farm, hatchery, and/or research project opportunities by empowering local groups to work collaboratively. The goals are to make a business case for a sustainable aquaculture operation in the area, to build buy-in and support, and to ultimately establish a new operation that will contribute to economic, socio-cultural, and environmental benefits.
 
The project is being pursued because of the identified successes over the years and future predicted growth of the aquaculture industry in Canada and internationally. In international terms, Canadian aquaculture has proven to be economically and environmentally sustainable and has been providing many opportunities in geographic locations similar to the Timmins & District area. In addition, some Canadian operations utilize the expertise of Aboriginal communities in research and development aquaculture projects and in the commercialization of products and services. The availability of abundant, high quality water resources coupled with the potential to create trusting relationships with Aboriginal communities in the Cochrane District exists. Aquaculture would bring a new industry to the area and develop the supplies and services sector which can include equipment, feeding stock, technological support, environmental science and fish species protection. 

 
22. Board Governance
 
Many not for profits are addressing capacity building needs on an ad-hoc basis in which these efforts are inconsistent and unreliable to add value to their Board. In response to interest demonstrated by not for profit organizations, the Leadership Training Network (LTN), clients and community development organizations, it has been identified that Board Training is an need in the community.
 
Recognizing that Board Training is essential to build capacity in organizational structure and create a healthy board environment to enhance long term sustainability of not for profits, the project will consist of a 2 one day training workshops applicable to boards and staff members.  A further ½ day workshop would be hosted featuring the Ontario's Not for Profit Corporation Act (inclusive of by-laws, policies and procedures).  The project is expected to be delivered during National Volunteer Week in April 2015. 

 
23. Community Gardens Water Project
 
The goal of the project is to build the capacity of Timmins with local and sustainable food systems. This project is to establish a long term sustainable water solution to provide a conducive environment for local and sustainable food systems for the 122 serviced garden plots and potential expansion of garden sites in the future.  The ultimate outcome is to have fully serviced garden sites at Northern College and Riverview that are equipped to transition operations to the Anti-Hunger Coalition by end of 2015. 

 
24. Local Micro-Biomass Study
 
Explore the possibility of small scale traditional biomass opportunities, in both the local private and public sector, by understanding the interest of potential key players and seeking funding options to facilitate a consultant feasibility study. The growing trend of clean technology and bio-economies coupled with Ontario's growing forest bio-economy provides an opportune time to explore the potential of increasing the use of bioenergy. In addition, the use of bioenergy can reduce CO2 emissions, increase energy self-sufficiency, and generate employment in rural areas. 

 
25. Regional Hub
 
The Regional Hub project will continue to examine how Timmins can strengthen and promote itself as a regional centre. The goal is to work with the established committee to identify key issues, amenities and services to improve hub capacity and experiences in the community. The outcomes identified in the Timmins 2020 plan include enhancing the quality of life for residents, help grow shopping and business experiences, create a desirable community to retain workforce and attract new visitors to Timmins.  Two major projects will be undertaken specifically in this project which will include a Culinary Festival and Beautification One Block at a time. 

 
26. Social Innovation Centre
 
The goal of the project is to establish a self-sustaining Social Enterprise/ Food Centre Hub that promotes communication, collaboration, cooperation and capacity building for the not for profit and business sectors.  The centre would be based on an incubator model using social enterprise principles in the operation.  The outcome is to have a co-location of not for profits and shared workspace and administrative needs for business and not for profits. 

 
27. University Education
 
The goal of this project is to continue to attract University programming in Timmins to fulfill the needs and the strong demand for English language University courses.
 
In addition, the new construction of an educational site is underway.  The site, www.learnintimmins.com, will have the same functionality as jobsintimmins.com and free to use for both service providers and those seeking the services.  The purpose of the site is to have an easy to find one stop location where individuals can access all forms of education.  The site will include post-secondary options from colleges and universities such as continuing education, distance education, as well as regular degree and diploma programming.  It will also include community programming, seminars, conferences, professional certification and upgrading, literacy and numeracy programming, language skills (e.g. English as a Second Language) and corporate training.
 
The learnintimmins.com website is expected to launch in February 2015 and it will be available in both English and French.
